Small propeller plane doing laps over North Side?

I've been seeing a small propeller plane doing laps over the West Ridge area on the north side of Chicago, but it's blocked on Flight Radar and ADSB-Exchange. I'm wondering who it might be.

Probably ICE on some bullshit again. I've heard they're doing a lot of surveillance in the area lately.

In a propeller plane? That seems unusual for ICE.

Some ADSB aggregation sites fail to display information from LADD aircraft, although I'm unsure which specific sites are affected. The RTL SDR, a device available for purchase at a cost of $30, can still receive these signals. Military aircraft may occasionally transmit data through MLAT.
