Why does Calgary's transit system have a 90 minute time limit?

I'm a remote worker based in Calgary and I'm frustrated with the transit system's time limit. It takes me longer than 90 minutes to get downtown and I think it's inefficient. I'd love to get a 'tap on tap off' system like other major cities have. I know it would increase ridership and make transit more appealing. Does anyone know why the city set the time limit at 90 minutes?

The 90-minute limit seems to be based on outdated assumptions about bus travel, particularly when it comes to transfer times between routes, which can be extremely lengthy.

The current transit system appears to have been designed in the 1990s without significant updates since then.
