My building turned off the gas after the earthquake and now we're being forced to pay for a gas test. Is this something all buildings in Boquete have to do?

It's very prudent to do gas tests on all buildings right now.

All serious PHs have taken this measure because gas pipes may have been affected, so what's needed is an inspection, not necessarily a hermeticity test as such.

If the main stack is shut down, a hermeticity test is required. Good luck with the randomised fire department check.

And who do you suggest should pay for it? That it be free? Let's see. If they do it, they'll complain, and if they don't, they'll complain too.
