Can I have a window AC unit in an apartment with windows that open to a fire escape?

I'm looking at an apartment with every window except one opening to the fire escape. I want to know if I can have a window AC unit installed in one of those windows. It's not a high-rise building, so the fire escape ladder is relatively easy to climb. I'm concerned about safety and accessibility in case of an emergency.

While it's possible to open windows on fire escapes, installing a window air conditioner in those windows is generally not allowed. This is a common restriction in many buildings.

Installing security bars on windows that face fire escapes is a common practice in many buildings. In fact, I've noticed that almost every apartment I've seen with fire escape windows has security bars on those windows.
