How to report animal abuse in Santurce?

I'm visiting Santurce every winter from Canada and I want to report a disturbing video of a neighbor running over a dog with her car and leaving it to die. The video was taken by a security camera in the neighborhood. What can I do from abroad to report this?

Report it. There's too much abuse and neglect on the island. When people get into trouble, they usually drop their bad habits.

Please report her. She can't get away with something like this. She won't lose custody of her kids, she'll just get fined or charged, but she deserves that. At least she could have taken the dog to a vet or a shelter to be euthanized, but she left it to die a slow and painful death. Report her.

Please, report it. My brother, please report it.

This is disgusting. Report it before her kids turn out like their mother.

Post the video with a warning and if you have the license plate number, that's even better. The internet will take care of it.
